Global OOH is at an inflexion point. AI, automation and programmatic buying are reshaping how the medium is traded; consolidation is accelerating; creativity powered by technology is producing work the industry could not have imagined a decade ago. At the same time, global media is under greater scrutiny than ever - and that is precisely where Out of Home’s opportunity lies.
As a truly public medium, OOH can make its case as the channel consumers trust more than any of its rivals. That argument frames everything on the Warsaw agenda: the regulatory pressures the medium faces, the sustainability commitments it is making, and the data and measurement that underpin its continued growth.
Setting the agenda
WOO President Tom Goddard will open the Forum with his view of the global picture and why trust is now central to WOO’s agenda for 2026 and beyond. He will be followed by keynote speaker Bartosz Hojka, President of the Management Board and CEO of Agora Group, who will describe the trends shaping media across Central Europe and the role Out of Home can play in bringing more value to advertisers.
The setting is a fitting one. Poland is one of Europe’s most dynamic economies and OOH is benefitting from that energy - it is now the 10th-largest OOH market in Europe, and the Forum will take an in-depth look at the whole region: the growing impact of automation and programmatic buying in an increasingly omnichannel world, the rising importance of data, and the effect of outcomes on return on investment.
Global media is under more scrutiny than ever, social media especially, as we move through to 2030. This is a huge opportunity for OOH, a truly public medium, to make its case as one more trusted by consumers than all of its rivals.
OOH has changed immensely since we last visited Central Europe, not least in the fast-growing and dynamic Polish economy. I truly believe that this Forum will be a seminal event for OOH in the region.
Tom Goddard · WOO President
WOO’s strategic pillars in Warsaw
As in London, WOO’s key strategic pillars run through the Forum programme - each led by the people responsible for driving them globally, and each examined through a Central European lens.
01
Regulation — the enemy at the gates
Dr Kai-Marcus Thäsler · B|A|M & Tamás Bauer · IK Outdoor & Pawel Orlowski: Synergic
The threat from legislators and others to restrict OOH in line with national and regional preferences — and the need for the medium to show it is a good and responsible citizen, capable of policing itself as it grows. With a view from Hungary, where OOH legislation is a truly hot topic.
02
Sustainability
Katrin Robertson · blowUP media & Mary O’Sullivan · Ad Net Zero
An update on the development of the Ad Net Zero (D)OOH carbon calculator, followed by an expert panel led by WOO’s sustainability lead on what remains a vital issue for any medium — and a central part of the good-citizen narrative.
03
Data and measurement
Gideon Adey · WOO Audience Measurement Lead introduces Frank Goldberg & Mats Rönne
The fundamental importance of data and measurement to the continued growth of OOH, with an audience measurement update and country reports from Germany and from Sweden’s JIC, Outdoor Impact.
04
Automation and programmatic
Kamil Glenszczyk · Google DV360 & Arthur de Groot · Broadsign
Scaling DOOH through global omnichannel demand — how programmatic buying is connecting Out of Home to the wider digital ecosystem, and what that means for operators and advertisers in the region.
They are joined by a line-up that spans the region and the wider industry: Dino Burbidge WOO's creative in residence, Martine Hammink of Vistar Media, Victor Ivanchenko of Megapolis+, Daewon James Kim of PODO Media Network, Kate Luchaninova of Geomotive, Marco Orlandi of PLADWAY, Sarah Parkes of Talon Network and Grand Visual, Asli Sahin of Ogilvy Amsterdam, Giorgi Trapaidze of ALMA and Dean Udatny of GO2Digital.
